Update 12/1/2019Dear Aero Valley Airport Property Owners,
An update is long past due. My apologies. I hope most of you have been enjoying our new runway rather than spending time embroiled in airport politics. I also hope you’ve enjoyed the renewed enthusiasm for our airport and aviation in general that has followed. I certainly have. Every time I line up for takeoff, I look down our nearly perfect runway and reflect on my appreciation for all those who made it possible. One cannot help but notice the growing enthusiasm for our airport’s well-being ever since our runway was completed on time and under budget.
Despite the many overwhelmingly positive effects our new runway has created, much work remains. Five years ago, the board started an education campaign to shed light on both the nature of the challenges we faced and our strategy of how to deal with them. Our understanding of the situation has only improved since then. In light of the inquiries we’ve received from several property owners and potential property owners, more education is necessary. Perhaps a better word is awareness.
Let me be perfectly clear: The day you closed on your hangar, you obtained the right to drive your vehicle on established roadways to your hangar, taxi your airplane on established taxiways, and use the runway for aviation purposes. You did not need a license to exercise these rights. PERIOD.

Many more pictures of the drainage improvements can be seen at this link. After the drainage improvements are completed, attention will focus on replacing the runway. If you're looking for some light reading, spend an hour reading over Chapter 5 of FAA AC 150/5320-6E (Runway Pavement Design for Airplanes Weighing Less than 30,000 pounds). Chapter 5 starts on page 71. Building a runway that will stand the test of time is somewhat complicated.

By any measure, the 2016 Annual Meeting was an overwhelming success. It was again held at the Alliance Airport campus of Tarrant County College. Over 70 property owners attended, an all-time record. In an overwhelming show of confidence and support, property owners unanimously approved all Board recommendations: approval of the 2017 budget, ratification of all Board actions taken throughout the year, and the election of Doug Reeves to the board of directors to replace outgoing board member Jon Soliday. Doug is the owner and webmaster of the Van’s Air Force website at www.VansAirForce.net.
Board secretary Monica Graham and member Carey Sharp still have one more year remaining in their terms. With four positions still open, Patty Cooke, Steven Whatley, and Gary Platner were nominated from the floor. Patty declined the nomination. Although all three would have been welcome additions, the property owners chose to re-elect the existing board. Scott Doores, Clinton Pye, Bob Smith, and Mitch Whatley will serve another two-year term. The new and re-elected board members will determine the 2017-2018 officers at the next board meeting.
Board president Mitch Whatley then showed the data supporting the adoption of the Integrated Deed Restrictions.
Former board president Tim Wade presented an update on drainage repair and runway construction. Barnett Excavation completed east drainage repair in November and west drainage repair began the second week of December and is ongoing. Total cost for drainage repair will be $98,000. Runway replacement will begin toward the end of Q1 2017 with the Board required to give property owners at least one month's notice before construction begins. Estimated runway replacement cost is $700,000.
Bob Smith arranged for the video recording of the meeting. If format and quality turn out acceptable, it will be posted here. Anyone interested in seeing the PowerPoint presentation should contact Mitch Whatley at [email protected] or (817) 226-5938.

- Hyde Restrictions: 85 of 137 total owners signed = 62.0%
- AVDCO Restrictions: 59 of 103 total owners signed = 57.3%
- All properties within airport boundaries have an equal duty to share in airport maintenance and upkeep.
- All property owners have an equal voice in the airport’s governance, establishing objectives, and setting priorities.
- All property owners can participate in the budget process with full transparency of all expenditures.

Update November 17, 2016
Airport Renovation Begins!
Phase I: East Runway Drainage Repair Underway
Drainage repair on the east side of the runway has started. Working from the southeast end of the airport back toward the north, the taxiway and apron to Runway 35 has been modified to accommodate a subterranean drain. As a result, the taxiway and apron to the runway hold line will have a greatly reduced slope. Now it will take far less power to taxi onto the runway and the apron area will remain dry. When exiting or taking off from Runway 35, having to ford a stream or risking a prop strike is now history.
Weather permitting, work will begin on the west side immediately after finishing the east side.
Although the runway replacement start date is not yet certain, we are mindful of the need to keep everyone informed. Just as soon as we know that date, we will pass it on but it will be sometime in the first quarter of 2017. We expect to finalize the engineering and construction details within the next few weeks.
Weather permitting, work will begin on the west side immediately after finishing the east side.

Northwest Development Electric Meter Support Panels Replaced
Plywood backing on the electric meters of Northwest Development T-hangars had deteriorated long past its useful life. Many meters were supported only by conduit and several others were disconnected from the R panels altogether. After becoming aware of the situation, the Board of Directors recognized a high potential for loss of service. Under the direction of board member Carey Sharp, the Board of Directors evaluated several bids and chose the winner. Anthony Electric has replaced the plywood panels with steel frames and supports. All T-hangar owners will share the cost of only about $50 each. Total cost to replace all panels was just under $3,700.

Although we attempted to remain consistent by scheduling the annual meeting at the same time and place as last year's meeting, some property owners cannot attend. If this is your situation, please consider giving the Board of Directors your proxy for voting. The amended Bylaws increased the number of member-owners required for a quorum. Therefore, assigning your proxy to a Board member will help ensure that we have enough to conduct business.

Update August 18, 2016
•Runway Project: Peloton Engineering completed surveying the runway environment and produced the maps and plans necessary to proceed with fixing runway drainage. Dirt moving will begin as quickly as possible after a contractor has been selected. We are soliciting bids now. Runway construction is scheduled to begin March 1, 2017.
•Water: On Wednesday evening, August 17, 2016, the Texas Rural Water Association held a meeting at Tarrant County College to discuss the airport’s water situation. The water well located in the northeast corner of the airport and its associated water distribution system do not meet the requirements of a public water system. Bobby Hawk pointed out that this water well was not intended to supply water beyond the 18 lots in Aero Valley Estates. Current temporary manager, Mark Patterson, will likely not continue after his six-month term expires in October 2016. Several options were discussed. We will investigate the options and provide a more detailed report.
